Financing facilities — they consider that developer credit and banking conditions are a bottleneck for promoting new projects. 

Administrative agility to unlock land — they want the process of developing and making land ready for construction to be faster, with fewer technical or legal obstacles. 

Regulatory stability and less political intervention — they warn that frequently changing laws or aggressive regulations create uncertainty, which discourages investment. 

They also emphasise that Spain has a structural problem of insufficient housing supply, partly due to the scarcity of land ready for development (land already suitable for building) and the slowness of urban planning procedures.
